The scheme aims to promote Research & Development (R&D) in the iron & steel sector by providing financial support to stakeholders to address R&D needs of national importance, and to catalyse innovation, sustainability and global competitiveness in the steel sector.

इस योजना के तहत स्वीकृत मानकों के अनुसार निम्नलिखित लाभ प्रदान किए जाते हैं:

Financial Assistance

• Financial assistance is provided for R&D work at lab scale or bench scale, and for scale-up to pilot scale or demonstration plants.
• Industrial or commercial organizations pursuing R&D projects with Plan Fund get financial assistance of up to 50% of the total project cost.
• Academic institutions and national or regional research laboratories get financial assistance of up to 70% of the total project cost.
• For pilot or demonstration scale R&D projects, the contribution from the Plan Fund is limited to up to 40%. The balance must be met by the industrial partner.
• Financial assistance of up to 100% may be given to a multidimensional team. This is at the discretion of the Secretary, Steel, based on the merit of the proposal.
• The total budget allocated for the scheme is around ₹5,00,00,000 to ₹10,00,00,000 per year.

Non-Monetary Benefits

• The Ministry will create a categorized pool of industrial partners, including Micro, Small and Medium Enterprises (MSMEs), aligned with key thrust areas. If a Principal Investigator (PI) cannot secure an industry partner, the Ministry will route the proposal to the relevant pool for review and potential funding or collaboration.
• Individual innovators and start-ups in the steel sector will get access to scheme-funded facilities and equipment, for example at the National Metallurgical Laboratory (NML) and IIMT.
• Based on the merit of their proposals, individual innovators and start-ups will be provided suitable industry and institutional partners.
• PIs of successfully completed and commercially adopted projects will get recognition awards or certificates. They will also get attribution in official repositories, the digital repository of indigenous technologies, and compendiums.
• The grantee institution will possess the Intellectual Property Rights (IPR) arising from the Ministry-funded project. The patent may be filed in the name of the inventor(s) or the institution(s).
• The grantee institution may retain the benefits and earnings from the IPR, to be ploughed back into research or research-related activities.

Conditions Associated with the Benefits

• Overheads are capped at 10% to 15% of the project cost, up to ₹25,00,000. An industry partner funding at least 15% of research expenditure may claim first use of the outcomes.
• Funds are released pro-rata, after other funding agencies pay their share. Organisations with substantial unspent grants will not get new project grants and may be asked to use those funds.
• Grants must be used only for the project. Misused grants must be refunded with 6% annual interest.
• Interest earned must be returned yearly, and any surplus returned at project end, with transaction details.
• Assets, prototypes, pilot plants, materials and scrap from the project cannot be disposed of within 10 years without written permission from the Ministry of Steel (MoS). Sale proceeds must be returned to the Government proportionately.
• Equipment must display the Ministry and scheme name, with due credit in later work. The residual value of equipment scrapped under the General Financial Rules (GFR) 2017 must be reported. Working surplus items may be gifted to educational institutions.
• The MoS gets a royalty-free licence for non-commercial IP. Commercial licensing terms are mutually agreed, and exclusive licensing needs Ministry approval. The Ministry may take over IP for national priority without compensation.
• Jointly developed technology and Intellectual Property Rights (IPR) stay with the partners. Others need partner approval and must pay a royalty, shared by contribution. Results cannot be published before patenting without MoS permission.

Expected Time of Disbursement

• Funds under the capital head are released only when the R&D agency is ready to place orders for equipment. This means the technical specifications must be finalised and the supplier selected and finalised for order placement.
• The last instalment, which is 10% of the total revenue grant, is released only after the Project Completion Report is submitted in the prescribed format and accepted by the Ministry of Steel.
• If the Project Review Committee (PRC) recommends the project as foreclosed or failed, the last instalment will not be released.
• The MoS may take an undertaking from institutes that they will pay the final 10% to the PIs on behalf of the MoS. The MoS will then reimburse this amount to the institutes once the Project Completion Report is received and approved.

4. योजना की पात्रता शर्तें (Eligibility Criteria)

1. The applicant should be a reputed academic institution, a research laboratory, or an Indian steel company.
2. The applicant may be an industrial or commercial organisation pursuing R&D projects.
3. The applicant may be an individual innovator or a start-up in the steel sector. Such applicants are eligible for access to scheme-funded facilities and equipment.
4. The applicant's proposal should fall under one of the thrust areas of the scheme.
5. The applicant's project should have a heavy bias in favour of commercialisation and technology development.
6. The applicant should have an institutional mechanism for taking completed R&D projects towards commercialisation.
7. The applicant should give a written commitment that, on successful completion, the project will be taken forward through the existing institutional mechanism.
8. The applicant should not have availed any grant-in-aid for the same purpose from any other Ministry or Department of the Government of India or of a State Government.
9. The applicant should declare that similar projects have not been pursued earlier by them or by other organisations.
10. The applicant should accept the Scheme Guidelines and the Terms &Conditions of the sanction.
11. The applicant's proposal should be duly signed and forwarded by the Head of the Institution, Organization or Company.

5. किसे नहीं मिलेगा लाभ? (Exclusions)

1. Basic research should not be funded or should be funded in much smaller amounts and numbers, since other Government agencies such as the Department of Science and Technology (DST) promote basic research.
2. Organizations with substantial unspent grants will not be released grants for new projects.
3. R&D agencies or industrial partners not pursuing projects as per the envisaged objectives will be debarred from funding for new projects.
4. If delays due to negligence occur repeatedly within a single project, or across multiple projects led by the same PI or industry entity, that PI or entity will be ineligible for future Government grants.
5. The R&D agency must not hand over execution of the project to another institution or organization, unless the Project Approval and Monitoring Committee (PAMC) approves it.

7. ऑनलाइन आवेदन कैसे करें? (Step-by-Step Application Process)

योजना के तहत आवेदन करने की प्रक्रिया निम्नलिखित है:

Application ProcessStep 01: Go through the scheme guidelines, formats and Terms &Conditions given in Annexure-1, Annexure-2, Annexure-3 and Annexure-4 of the scheme.

• Step 02: Prepare the R&D proposal using the Guiding Format in Annexure-3, attaching all required documents and declarations.
• Step 03: Get the proposal signed and forwarded by the Head of the Institution, Organization or Company. For joint proposals, it must be forwarded jointly and signed by the Heads of all executing and collaborating agencies.
• Step 04: Upload the proposal to the Ministry of Steel R&D portal.
• Step 05: Send the proposal as a PDF to [email protected].

It has members from the office of the Principal Scientific Adviser to the Government of India, the Defence Research and Development Organization (DRDO), DSIR, DST, premier academic institutions and industry.

• Step 02: The PAMC is the second-stage approving body for proposals recommended by the Evaluation Group. It is chaired by the Additional Secretary &Financial Adviser and Joint Secretary, Ministry of Steel. Its members are the Director of the Indian Institute of Technology (IIT) Kharagpur, the Director of the Institute of Minerals and Materials Technology (IMMT), the Director of NML, and a representative from MSME.
• Step 03: The designated authority gives final approval, based on the project cost, as per the guidelines of the Department of Expenditure.

Post-Sanction Reporting and MonitoringStep 01: Submit Progress Reports and the Asset Register monthly and quarterly, each within 7 days of the period's end, endorsed by the Head of the Organization. Also submit Quarterly Project Status Reports in the Annexure-4 format, including the status of expenditure uploaded in the Expenditure, Advance and Transfer (EAT) module of the Public Financial Management System (PFMS). • Step 02: Submit the Utilization Certificate and Statement of Account quarterly, within 7 days of the quarter's end. Submit the Utilization Certificate and Audited Statement of Account within 1 month of the financial year's end. Both must be endorsed by the Head of the Organization.
• Step 03: The Project Review Committee (PRC) reviews the project every 6 months, preferably online. For delayed projects caused by negligence, a show cause notice is issued to the PI and industry partner, with copies to the Director of the Institute and the CEO of the industry partner.
• Step 04: Procure equipment through the Government e-Marketplace (GeM). If the equipment is not on GeM, it may be procured from outside while it is onboarded onto GeM in parallel.
• Step 05: Send 5 copies of the Project Completion Report to the Ministry of Steel within 1 month of project completion.
• Step 06: Inform the Ministry within 6 weeks of closing any agreement to trade, sell, transfer or license the IP.
