EWS Certificate in UP: Eligibility, Documents, Online Apply Process and Validity
In short: An EWS certificate proves that a family belongs to the Economically Weaker Section: a general-category family, outside the SC, ST and OBC reservations, with gross annual income below ₹8 lakh and assets under the set limits. In Uttar Pradesh the Tehsildar issues it after verification, and you apply through the e-District portal. Students and job seekers use it to claim the 10% EWS quota.
EWS Certificate in Brief
The EWS certificate is the document that lets a family claim the Economically Weaker Section quota in education and government jobs. If you are a student preparing for an entrance test, or a candidate filling a recruitment form, you will usually be asked for it at the time of application or at the document check, so it pays to understand it well before the form opens.
This guide is written for families in Uttar Pradesh. It explains who is eligible, how the ₹8 lakh income limit and the property limits work, which documents you need, how to apply online through the e-District portal, how long the certificate stays valid, and the mistakes that cause rejections. Rules in this area are set by orders that the government can revise, so treat this page as a map and confirm every detail on the official portal, edistrict.up.gov.in, and in the notice of the exam or institute you are applying to.
What is an EWS Certificate?
EWS stands for Economically Weaker Section. The government set aside a reservation of up to 10% of seats in higher education and of posts in government service for people who are in financial need but do not belong to a community that already has reservation. A Constitution amendment made this possible, and the Supreme Court has since upheld it.
An EWS certificate is the proof that you belong to this group. It is not a general income certificate. It certifies three things together:
- that you belong to the general (unreserved) category and are not covered by SC, ST or OBC reservation;
- that your family's gross annual income is within the limit; and
- that your family's property is within the limits set for the scheme.
In Hindi it is called aarthik roop se kamzor varg praman patra. In Uttar Pradesh the certificate is issued at tehsil level by an officer of the Revenue Department.
Who Can Get an EWS Certificate in UP?
You can apply if you meet all of the following conditions. They are based on the central government's order that introduced the quota, and Uttar Pradesh applies the same framework with its own forms and procedure.
1. You are not covered by caste-based reservation
The quota is for people outside SC, ST and OBC reservation. If you already hold a valid SC, ST or OBC (non-creamy layer) benefit for the post or course in question, you cannot also claim EWS for it. Rules for communities that are in a state OBC list but not in the central list have been clarified from time to time, so if you are in that position, read the recruitment or admission notice carefully.
2. Family income is below the limit
Your gross annual family income must be less than ₹8 lakh. Two points are often misunderstood:
- Income from all sources counts. That includes salary, agriculture, business, profession, rent and any other source, not just the main earner's salary.
- The income year is the previous financial year. The officer looks at the income of the financial year that ended before you applied, not the one still running.
3. Who counts as "family"
For this scheme the family means the applicant, the applicant's parents, the applicant's siblings who are below 18, the applicant's spouse and the applicant's children who are below 18. Income of all of these members is added together. An adult brother or sister with a separate household is not counted in this definition, but the form and the officer will ask for details, so declare everything the form asks for.
4. Property is within the limits
Even if income is below the limit, a family is excluded if it owns or possesses any of the following, as set out in the central order:
| Asset | Exclusion limit |
|---|---|
| Agricultural land | 5 acres or more |
| Residential flat | 1,000 square feet or more |
| Residential plot in a notified municipality | 100 square yards or more |
| Residential plot outside notified municipalities | 200 square yards or more |
The property of every family member is added up, and property held in any city counts, not only in the place where you live. Check the exact wording in the current application form, because the portal may ask for these details in its own format.
For agricultural land, the revenue record is the usual proof. You can view your plots and area on the state land records portal, which we explain in our guide to UP Bhulekh.
Who Issues the Certificate?
In Uttar Pradesh the certificate is issued by the Tehsildar. The usual chain is: you submit the application and documents; a revenue official at village level (the lekhpal) checks the facts against revenue records; the tehsil office reviews the report; and the Tehsildar signs the certificate digitally. The state's e-District system tracks the application through these steps.
Because a field verification is part of the process, it is not an instant certificate. Plan for it to take time, and do not wait for the last week before a form deadline.
Documents Required
The exact list is shown on the application form, and it can change. In most cases you should keep these ready as clear scans or photographs:
- Identity proof: Aadhaar card of the applicant (and usually of family members).
- Photograph: a recent passport-size photograph.
- Address proof or domicile: a document that shows you live in the tehsil where you apply, such as a ration card, voter ID, electricity bill or an existing domicile certificate.
- Income proof: salary slips or Form 16 for salaried members, income tax return for those who file, an income certificate, or a self-declaration with supporting papers for farm and business income.
- Property details: land records (khatauni or khasra) for agricultural land, and papers for any house or plot the family owns.
- Self-declaration or affidavit: a signed statement of income, property and category, in the format asked by the portal.
- Category proof: the portal may ask for a declaration that you belong to the general category.
- Bank details: bank passbook or statement, if the form asks for it.
Tip: scan documents at a readable size. If a file is too large for the portal, you can reduce it with our free PDF compressor or image compressor, which work in your browser.
How to Apply for an EWS Certificate Online in UP
The online route is through the e-District Uttar Pradesh portal. Screens and menu names change from time to time, so use these steps as a guide and follow what the portal shows.
- Open the official portal. Go to edistrict.up.gov.in. Type the address yourself rather than following an unknown link, because fake sites copy government portals.
- Log in or register. New users create an account with a mobile number and verify it with an OTP. Existing users log in with their credentials.
- Choose the Revenue Department service. Look for the service named for the Economically Weaker Section certificate.
- Fill in the form. Enter the applicant's details, the family members, their income from each source, and the details of land and property. Use the same spelling as on your Aadhaar.
- Upload documents. Attach the scans in the format and size the portal accepts.
- Submit and save the application number. Note it down, because you need it to track progress.
- Track the status. Check whether your application has reached the lekhpal, the tehsil office and finally the Tehsildar. Answer any query quickly if the officer asks for a missing paper.
- Download the certificate. Once approved, download the digitally signed certificate from the portal and save a PDF copy. Keep a printout for document verification.
Applying offline or through a service centre
If you are not comfortable with the portal, you can apply through a Jan Seva Kendra or Common Service Centre, or at the tehsil office, where the operator submits the same online application on your behalf. A small service charge may apply. Always take a receipt with the application number.
Processing Time and Fees
The state notifies a time limit within which certificate services should be delivered, and it can change. The real time depends on how quickly verification is done in your area. We do not quote a number of days or a fee here, because they differ by service and by notification. The portal shows the current service details for the certificate before you submit.
Validity of the EWS Certificate
The EWS certificate is tied to a financial year, because it is based on the previous year's income. In practice, a certificate issued in a financial year is generally treated as valid up to the end of that financial year, that is 31 March. If you need to claim the quota in the next year, you apply again.
This matters for exam cycles:
- Read the notice for the date on which the certificate must be valid, which may be the last date of application, the date of document verification or the date of counselling.
- If the certificate will lapse before that date, apply for a fresh one in time.
- Never use a certificate issued for an earlier year, even if the family situation has not changed.
Where You Can Use the EWS Certificate
The certificate is used wherever the quota is offered:
- Entrance exams and admissions: many national and state tests and counselling processes have an EWS category. Read the notice of the exam you are applying to, for example CUET, CLAT, UPTAC for B.Tech in Uttar Pradesh, and the UP B.Ed entrance. The EWS category usually shows up in the application form, the seat matrix and the cut-off list.
- Central and state recruitment: many government job notices have an EWS vacancy category, with a prescribed format of certificate.
- Course admission in colleges: private and government colleges that follow the quota may ask for the certificate at counselling.
Not every course or post offers the quota in the same way, and some institutions are outside it. The notification is the final word, so check how the quota applies to the course you want. Browse our course guides and college directory to compare courses, and see the guides for B.Tech, MBBS, LL.B and BBA for how admission works.
EWS Certificate vs Income Certificate vs Caste Certificate
These three documents are often mixed up. They answer different questions.
| Feature | EWS certificate | Income certificate | Caste certificate |
|---|---|---|---|
| What it proves | General-category family with income and property under the limits | The family's income for a period | Membership of an SC, ST or OBC community |
| Who it is for | Families outside caste-based reservation | Anyone who needs to show income | Those claiming caste-based reservation |
| Checks property | Yes | Not usually | No |
| Used for | EWS quota | Fee waivers, scholarships, some schemes | SC, ST and OBC quota |
| Validity | Usually one financial year | As stated on the certificate | Usually does not expire for SC and ST; OBC rules differ |
An income certificate cannot replace an EWS certificate when the notice asks for EWS. If a form says "EWS certificate in the prescribed format", use exactly that format.
Common Reasons an EWS Application Is Rejected
Most rejections are avoidable:
- Income is more than the limit once all sources and all family members are added.
- Property is above the limit or not declared. Officers check revenue records, so an undeclared plot is a serious problem.
- Wrong category. Someone with OBC or SC status for the purpose cannot take the EWS route for the same purpose.
- Name or date of birth mismatch with Aadhaar or other documents.
- Unclear or incomplete documents. Blurred scans and missing pages slow down or stop verification.
- Address outside the tehsil. You apply where you are a resident; if you live elsewhere, follow the portal's guidance for your case.
- Old certificate. The certificate belongs to an earlier financial year.
- No reply to a query. If the officer asks for a paper and you do not respond, the application can be closed.
Tips for Students and Job Seekers
- Apply early. Start as soon as you plan to use the quota, not when the form opens.
- Keep soft and hard copies. Save the PDF in more than one place, and keep a printed, self-attested copy if the notice asks for it.
- Match the name everywhere. The name on the certificate, your Aadhaar, your school certificates and your application form should be the same.
- Read the notice for the format. Some recruiters publish a specific format for the certificate.
- Do not claim what you do not qualify for. A false declaration can lead to cancellation of the admission or job and legal action. If your family situation changes, apply again with the true facts.
- Use official channels only. Do not pay agents who promise an "instant" or "guaranteed" certificate.
How to Check, Download or Correct Your Certificate
- Track status: use the application number on the e-District portal.
- Download: after approval, the signed certificate can be downloaded from the portal, and the printout can be verified through the details it carries.
- Correction: if there is a spelling mistake, contact the tehsil office or use the correction route the portal gives. Do not edit the PDF yourself.
- Lost certificate: log in to the portal and download it again. If it is not available there, ask the service centre or tehsil office.
Frequently asked questions
What is an EWS certificate?
An EWS certificate is an official document that shows a family belongs to the Economically Weaker Section: general category, outside SC, ST and OBC reservation, with income and property under the prescribed limits. It lets the holder claim the EWS quota in admissions and government jobs.
What is the income limit for an EWS certificate?
The central order sets the gross annual family income limit at less than ₹8 lakh, counting all sources of income for the previous financial year. The government can revise the limit, so confirm the current figure in the portal and in your exam or recruitment notice.
Who issues the EWS certificate in Uttar Pradesh?
The Tehsildar issues it in Uttar Pradesh, after verification by the revenue staff at village level. You apply through the e-District portal or through a Jan Seva Kendra.
How can I apply for an EWS certificate online in UP?
Log in or register on edistrict.up.gov.in, choose the EWS certificate service under the Revenue Department, fill in family, income and property details, upload documents, submit, and track the status with your application number. Download the signed certificate when it is approved.
What documents are needed for an EWS certificate?
Usually Aadhaar, a passport-size photograph, address proof, income proof such as salary slips, Form 16 or a return, land and property records, a self-declaration or affidavit, and bank details if asked. The exact list appears on the application form.
How long is an EWS certificate valid?
It is tied to a financial year, so a certificate is generally valid until 31 March following the year it was issued in. For the next year you apply again. Always check the date on which your exam or job notice requires the certificate to be valid.
Can an OBC or SC candidate get an EWS certificate?
No. The EWS quota is for people who are not covered by SC, ST or OBC reservation. A candidate who uses a caste-based reservation for a course or post cannot also claim EWS for the same purpose.
Is an income certificate the same as an EWS certificate?
No. An income certificate only states income. An EWS certificate also confirms the general category and checks property limits. If a notice asks for an EWS certificate, an income certificate is not accepted instead.
Does agricultural land affect EWS eligibility?
Yes. Under the central order a family with 5 acres or more of agricultural land is excluded, whatever its income. Land held by all family members is added together, and the revenue record is checked.
How long does it take to get an EWS certificate?
It depends on the time taken for field verification and approval, within the delivery time notified by the state. Do not wait until the last week before a form deadline.
Can I use the same EWS certificate for NEET, JEE, CUET and job forms?
A valid certificate can be used for any process that accepts it, as long as it is in the format and is valid on the date the notice requires. Some recruiters ask for a specific format, so read each notice.
What happens if I give false information in an EWS application?
False declaration can lead to rejection, cancellation of an admission or a job, and legal action. Always declare income and property truthfully.
Conclusion
An EWS certificate is a simple idea with strict conditions: general category, income below the limit, and property within the limits. The best way to avoid trouble is to prepare early, gather clean documents, declare everything honestly, and check the date up to which the certificate must be valid for your form. Apply only through the official e-District portal or a recognised service centre, and keep soft and printed copies ready for document verification.
