1. Category I museums: maximum financial assistance of ₹50,00,000/-.
2. Category II museums: maximum financial assistance of ₹25,00,000/-.
3. Maximum assistance is 80% of the total project cost (90% for museums in the North-Eastern region including Sikkim), subject to the ceilings above; balance to be arranged by the applicant with an undertaking.
4. Admissible components:

• Digitization of collections using "JATAN"software developed by the Ministry of Culture and C-DAC Pune.
• Photography of artworks for digitization purposes.
• Creation of a digital catalogue of museum works for public dissemination through the museum website.
• Procurement of hardware (servers, clients, LAN, scanners, cameras, etc.) for digitization works.
• Development of an online museum library.
• Development of interactive information kiosks for the museum.
• Development of a QR Code for the museum.

1. The grant is for works of a capital nature (procurement of computer hardware/software, scanners, cameras, website development) and shall not be used for recurring expenditure such as website hosting/management charges or salaries to IT staff.
2. Financial grant for digitization of museum collections and website development is given only once in 10 years; any further requirement for upgradation of hardware/software in subsequent years must be met by the applicant museum from its own funds.

Mode of Disbursement:

• Released by the Ministry of Culture in 2 equal instalments.
• Release of the 2nd and final instalment is subject to receipt of a Utilization Certificate (as per GFR 2017 with Annexure of UC), interest earned on the Ministry's grant, and a financial year-wise statement of accounts audited by a firm of Chartered Accountants, covering the previous instalment as well as the matching share of the museum.
• Frequency of Disbursement
• 1st instalment (50% of Central Government's share): sanctioned and released after obtaining approval of the Competent Authority on the recommendation of the Expert Committee.
• 2nd/final instalment (remaining 50%): released after the grantee institution has utilized 100% of the 1st instalment along with its matching share.
• Validity
• The digitization project must be completed within 2 years from the date of release of the 1st instalment of grant; extension may be sought from the Ministry with full justification for delay, failing which the subsequent instalment will not be released.
• If delayed without the Ministry's permission, the museum must refund the entire grant amount along with 10% penal interest.

Museums are classified into two categories for this component:

Category I: 1. The applicant must be a Government-owned State/Central level museum, including museums of Public Sector Undertakings.

Category II: 1. The applicant must be a Society, Autonomous Body, Local Body, Public Sector Undertaking, Academic Institution, or Trust registered as a society under the Indian Societies Act of 1860 (XXI) or similar state legislation, or as a Public Trust under any law in force.

1. The applicant institution should have been in existence after registration for at least 3 years prior to the application.
2. The applicant should have a well-defined constitution and laid-down rules/bye-laws for its functioning.
3. The applicant should be in ownership and possession of a substantial collection of objects of historical and/or cultural importance being displayed in the museum; the nature and number of objects possessed and displayed should be clearly indicated in the proposal.
4. The applicant should produce a certificate from the State Government (Department of Culture or equivalent) attesting to its satisfactory performance.
5. The applicant should not be run for any profit.
6. The applicant institution must be willing to share its collections for online viewing on a website for public information.

Preference/Relaxation:

• The 3-year existence condition for Category II applicants can be relaxed in exceptional and deserving cases by the Secretary (Culture), upon recommendation of the Expert Committee, with reasons recorded in writing.

• Step 1: The applicant visits www.and applies online; the scheme is open throughout the year with no fixed last date for submission of proposals.
• Step 2: The applicant fills in the prescribed Form B ("Form of Application for Financial Grant under the Scheme for Financial Assistance for Digitization of Museum Collections") and attaches all the documents listed in the document section.
• Step 3: Applications are processed and appraised on a first-come-first-served basis.
• Step 4: The applications are scrutinized by an Expert Committee under the Chairmanship of the Additional Secretary, set up by the Ministry of Culture, and grants are sanctioned on the basis of the Committee's recommendations.
• Step 5: Once the recommendation is accepted by the Competent Authority (Secretary, Culture), the concerned Joint Secretary releases funds in instalments, in consultation with the Integrated Finance Division of the Ministry.
