Subsidy1. 60% subsidy of the unit cost, i.e., ₹1,38,000/- per unit for WSHGs / Women / SC / ST / PWD / TG beneficiaries.

1. 50% subsidy of the unit cost, i.e., ₹1,15,000/- per unit for Individual male general farmers

Unit Cost Components (₹2,30,000/-)1. Construction of Goat / Sheep Shed – ₹54,000/-

1. Cost of animals (30 female + 2 male) – ₹1,62,000/-
2. Insurance premium for 1 year @ 7% for 32 animals – ₹11,340/-
3. Miscellaneous expenses – ₹2,660/

• Disbursement of Funds: 1. Subsidy is released directly to the bank account of the WSHG / Individual farmers through the Direct Benefit Transfer mode in two phases:
• 40% of subsidy (₹55,200/- or ₹46,000/-) after the construction of the shed.
• 60% of subsidy (₹82,800/- or ₹69,000/-) after stocking of the unit.

1. Expected Time of Disbursement of funds is:

• 1st phase after completion and verification of the shed construction.
• 2nd phase after complete stocking of the unit (30 does and 2 bucks) and verification.

योजना का उद्देश्य यह सुनिश्चित करना है कि आर्थिक तंगी के कारण कोई भी पात्र नागरिक जरूरी सरकारी सुविधाओं, आजीविका के साधनों और जरूरी संसाधनों से वंचित न रहे।

4. योजना की पात्रता शर्तें (Eligibility Criteria)

योजना का लाभ उठाने के लिए आवेदक को निम्नलिखित मुख्य शर्तों को पूरा करना आवश्यक है:

1. The applicant must be a resident/domicile of the state of Odisha.
2. The applicant must be a WSHG / Individual farmer to be covered under the scheme.
3. The applicant must ensure that the proposal is for a new project only.
4. The applicant must provide land for the establishment of a goat/sheep unit.
5. The applicant must record the land availability status in the proceedings of the meeting convened for the purpose & it should be maintained in the meeting register (in case of WSHG).
6. The applicant must construct the goat shed near her / his own house (in case of individual mode).
7. The applicant must preferably be selected in such areas where grazing lands are available.

5. किसे नहीं मिलेगा लाभ? (Exclusions)

योजना के निष्पक्ष क्रियान्वयन के लिए कुछ श्रेणियों को इससे बाहर रखा गया है:

निम्नलिखित परिस्थितियों में आवेदन अस्वीकार किया जा सकता है:

1. Those WSHGs / Individual farmers who have availed subsidies in a similar type of scheme of the Government of India or the State Government previously shall not be included under this scheme.
2. The applicant shall not be selected under the scheme in case no land is available with any WSHG member.

योजना के तहत आवेदन करने की प्रक्रिया निम्नलिखित है:

Registration Process:

• Step 1: The applicant interested in availing of the subsidy shall apply to the Go- [Sugam Portalthrough a registration process by submitting the requisite documents.
• Step 2: Visit the official website: https: [//sugam.odisha.gov.in/website/home
• Step 3: Click on “Apply” and then click on “Register Now”

• Step 4: On the registration page, fill in the mandatory details (Name, Email, Mobile Number, Address, and Password) and click on Register . The login credentials will be sent to your registered Email ID / Mobile Number.

Application Process:

• Step 1: Visit the official website: https: [//sugam.odisha.gov.in/website/home
• Step 2: Click on “Scheme & Services” and then select the scheme by its name.
• Step 3: Click “Apply” and log in. https: [//sugam.odisha.gov.in/website/citizen-portal/login
• Step 4: On the application page, fill in all the mandatory fields and upload the required documents in the appropriate file size and file type. Upon successful submission of the application, the applicant will get an Application Reference ID.

Check Application Status:

• Step 1: Click on the “Track Status” link on the menu.
• Step 2: Enter the Application ID or Mobile Number to get the application status.

Further Process After Online ApplicationStep 1: The DD/BVO/AVAS/VAS shall undertake verification of the proposed site along with the Block Level Inspection Team comprising DD/BVO of the concerned Block, AVAS/VAS of the concerned Veterinary Dispensary area, and Livestock Inspector / Veterinary Technician / Veterinary Sub Assistant Surgeon. The team shall take geo-tagged photographs (minimum 5 photographs from all directions) and ensure that the proposal is for a new project only.

• Step 2: On recommendation by the Block Level Inspection Team as per Annexure-I, the DD/BVO shall forward the applications through the Go-Sugam portal to the CDVO. The District Level Committee shall approve the applications, and the Go-ahead letter shall be issued by the CDVO as per Annexure-II.
• Step 3: After issuance of the Go-ahead letter, the WSHG / Individual farmer shall start construction of the goat/sheep shed within 60 days. After completion of the shed, the beneficiary shall inform the local VAS/AVAS/BVO/DD in the format enclosed at Annexure-III. The Block Level Inspection Team shall inspect the unit within one week and submit a completion report for the release of the 1st phase subsidy (40%) through Direct Benefit Transfer.
• Step 4: The WSHG / Individual farmer shall procure 30 female and 2 male goats/sheep. The animals shall be certified with the issue of a health certificate, ear tagged, and insured for one year. After complete stocking of the unit, the Block Level Inspection Team shall verify the unit and recommend the release of the 2nd phase subsidy (60%) through Direct Benefit Transfer.
