India's digital payments ecosystem explained: UPI, NPCI, RuPay on UPI, zero MDR, UPI abroad and the RBI Digital Payments Index, with exam-focused facts.

WHAT HAPPENED India's digital payments volumes, led by the Unified Payments Interface (UPI), keep setting new records and are regularly reported in the news. This note covers the institutions, products and policy decisions behind those numbers, which is what exams actually test. KEY INSTITUTIONS - National Payments Corporation of India (NPCI): the umbrella organisation for retail payments and settlement, set up in 2008 under the Payment and Settlement Systems Act, 2007, promoted by the RBI and major banks. It runs UPI, IMPS, RuPay, NACH, FASTag and Bharat BillPay. - Reserve Bank of India: regulator of the payment systems under the Payment and Settlement Systems Act, 2007. UPI AT A GLANCE - UPI was launched in 2016 as an instant, real-time, interoperable system that lets users link several bank accounts to one mobile app and pay using a virtual payment address (VPA) without sharing account details. - Transactions are available round the clock, every day of the year, and are authenticated with a UPI PIN. - Related features include QR payments, collect requests, UPI Lite for small-value offline-style payments, and UPI 123PAY for feature phones. - The Government has kept merchant discount rate (MDR) at zero for UPI and RuPay debit card transactions since January 2020, so the system is free for users and merchants; the cost of running it is a policy discussion. RUPAY CREDIT CARDS ON UPI In 2022 the RBI allowed RuPay credit cards to be linked to UPI, extending UPI from debit to credit and bringing more small merchants into card-like spending. GOING INTERNATIONAL NPCI International Payments Limited (NIPL) takes UPI abroad. UPI has been linked with Singapore's PayNow and accepted in several other countries, and the RBI is also working on linking fast payment systems across borders. OTHER INITIATIVES - RBI Digital Payments Index (RBI-DPI): a composite index with March 2018 as base period (value 100) that tracks the penetration of digital payments. - e-RUPI: a prepaid voucher based on QR code or SMS string for targeted delivery of benefits. - Central Bank Digital Currency (e-rupee): launched in pilot form in December 2022 for wholesale and retail use.
